What if I can't turn round in 3 moves?
You don't have to do this manoeuvre in 3 moves. The name of this manoeuvre is officially - Turn in the Road.
If you find that there isn't enough room to get round on the 3rd part - do your observations, reverse back across the road and then finish the manoeuvre safely. You have done what you were asked to do - a turn in the road.
At test standard - you will be capable of doing this manoeuvre in 3 moves.
